The European Political Community: Changing Everything So That Nothing Changes?

On 9 May 2022, in the third month of the French Presidency of the EU and the Russian-Ukrainian war, Emmanuel Macron announced a new initiative in the European Parliament. He based this statement on the idea of former French President François Mitterrand, who proposed the creation of a European Political Community. The first meeting was attended by representatives of all 44 European countries (except Russia and Belarus) in Prague on 6 October 2022, marking the beginning of this new proposal.- What will happen next, what form will it take, will it be a consensus initiative or not?
- Will this be the realization of a multi-speed Europe, or will it be a different class for each Member State?
- What do the candidate countries think about all this: is it a question of perpetuating the 'wait and see', or rather of making it more fruitful with concrete cooperation projects at the end?
- Lastly, what concrete answers can be given to Ukraine's European prospects when the geopolitical situation can no longer be satisfied with the status quo and the situation of the other candidate countries must be taken into account?

2022. május 9-én az EU francia elnökségének, valamint az orosz-ukrán háború harmadik hónapjában, Emmanuel Macron az Európai Parlament előtt egy új kezdeményezést hirdetett meg. Mindezt a kijelentést a korábbi francia elnök, François Mitterand ötletére alapozta, aki egy Európai Politikai Közösség megteremtésének ötletével állt elő. Az első, a témában tartott megbeszélésen mind a 44 európai ország képviselője (Oroszország és Fehéroroszország kivételével) jelen volt Prágában 2022. október 6-án, ezzel jelezve ezen új előterjesztés kezdetét.
- Mi fog történni ezután, milyen formában fog történni, konszenzusos lesz-e, vagy sem a kezdeményezés?
- Ezzel megvalósulna a többsebességes Európa, vagy különböző osztályba sorolnák az egyes tagállamokat?
- Mit gondolnak minderről a tagjelölt államok: Arról van szó, hogy a "várakozást" állandósítsuk, vagy inkább arról, hogy a végén konkrét együttműködési projektekkel gyümölcsözőbbé tegyük?
- Végül, milyen konkrét választ lehet adni Ukrajna európai kilátásaira, amikor a geopolitikai helyzet már nem lehet elégedhet meg a status quóval, és figyelembe kell venni a többi tagjelölt ország helyzetét?
Ezekkel a kérdésekkel foglalkozik a Mathias Corvinus Collegium Európai Tanulmányok Műhelye által szervezett különleges esemény március 21-én Budapesten, a tagjelölt országok, a tagállamok és a civil társadalom képviselőinek részvételével.
